To celebrate hitting 50,000 subscribers, we decided to gather some of our favorite voices in geopolitics for this special episode of The Long Telegram. In this episode, Clay and Andrew are joined by Ben Wheeler, producer of the Philip DeFranco TikTok channel, and Ezra Brodey, a geopolitical analyst and prediction market thought leader.

With the largest story in geopolitics today, the Israel-Palestine conflict, continuing to unfold by the minute, emotions are running high. We wanted to sit down and discuss the conflict from an apolitical, hopefully somewhat objective point of view, and model how we can have productive conversations about difficult topics.

The United Arab Emirates is on the move. This small yet dynamic Gulf state, fuelled by its financial success of the past 20 years stemming oil drilling and exports, is looking to establish itself in the Red Sea and the Horn of Africa for geostrategic purposes. In a move symbolic of the post-cold war world order, the UAE has begun a programme of a military installation and commercial port building across the region, in an attempt to expand its influence. The Red Sea and Horn of Africa is increasingly playing host to state which wishes to generate commercial and military leverage in pursuit of the own geostrategic goals. Among these states are Russia, the UK, the US, China, Japan, France, Italy and Turkey. What will the result of this scramble for East Africa be? Currently, that is anyones guess. Freed from the constraints of the Cold War-era world order, and led by Recep Tayyip Erdoğan’s Justice and Development Party, or AKP, Turkey is once again taking its position as an important regional power. In the shadow of its Ottoman legacy, Turkey has begun a campaign of influence in areas it considers pertinent to its interests. While many analysts have chosen to focus on Turkish moves in areas such as the Middle East, the Caucasus and the Balkans, one area that has been paid less attention is the Red Sea. This key waterway, which sees a through-flow of 720,000 barrels of oil a day, and 9% of the world’s trade, has drawn the attention of a resurgent Turkey, with growing implications for the region. The first being through the Indian Ocean and around the Cape of Good Hope, and the second and more recent, through the Indian Ocean, Red Sea and Suez Canal. However, as average global temperatures continue to rise and Artic Sea ice recedes further, a third route is now opening up, this being the Northern Sea Route through the Bering Strait, the seas of the Arctic Ocean. For the sake of comparison, were a ship to travel from Japan to the Netherlands via the Northern Sea Route the distance would be less than 9000 kilometres, whereas the route through the Red Sea and Suez Canal would be a distance of roughly 20,000 kilometers. Therefore, the shortcut through the NSR represents an attractive saving in time and fuel costs for many shipping companies. The Kosovo authorities want the ethnic Serb minority to remove Serbian-issued plates: but Serbia does not recognise Kosovan independence. The rules on Serbian plates were first mooted in August this year, but enforcement was postponed until the beginning of this month. Kosovo’s Deputy Prime Minister Bislimi has said they are tired of the EU ‘solving issues by postponing them’. Meanwhile, many Kosovan Serbs say they are fed up of feeling like pawns in Serbia-Kosovo disputes. EU foreign policy chief Josep Borrell said he would inform the bloc of the two countries' "lack of respect for their international legal obligations", warning that the dispute could impact their EU accession progress. The use of Turkish-made Bayraktar TB-2 drones, currently being used against Russian forces in the war in Ukraine, and which previously gave Azerbaijan the edge in the 2020 Nagorno-Karabakh conflict, demonstrate how relatively cheap but deadly machines can influence kinetic conflict. As the cost and manufacturing barriers to acquiring machines able to be used in conflict lower, and as robots become more advanced, then the barriers to waging kinetic conflict for smaller richer, state and non-state actors will also decrease. In essence states, including smaller, more dynamic states will be able to wage war against more powerful states using military robots. Bolivia’s nitrates were prized during its time as a Spanish viceroyalty, and in the immediate post-independence period of the mid 1800s. The country recognised the attractions of resources to neighbours and granted Chile various customs and mining concessions in the nitrate-rich Bolivian Atacama, such as paying new taxes. However, when Bolivian President Hilarión Daza demanded a new tax on the companies in 1878 this ultimately triggered occupation, and the War of the Pacific with Chile. Chile’s victory was cemented after the signing of the 1883 Treaty of Ancon with Peru and the 1884 Truce of Valparaiso with Bolivia. Among Chile’s spoils of war, was included 120,000 sq. km area of Bolivia, including valuable coastal lands that result in the landlocked Bolivia of today. In 2013, Bolivia opened a case in the International Court of Justice, stating that Chile had not negotiated with the state for access to the Pacific Ocean. The 1904 Treaty of Peace and Amity is a point of contention between the two nations. This Treaty between Chile and Bolivia cemented the earlier 1884 Treaty and “permanently surrendered all of Bolivia’s coastal territory in exchange for various conditions”. These conditions involved infrastructure investment, financial obligations, and passage for both nations. Bolivia claimed that there was a promise of a return for “the fullest and freest” commercial transit, 2015, which has not happened, and also contends that this promise implied an obligation to negotiate. The 1948 Pact of Bogotá was signed by Chile, amongst a majority of South American nations. Bolivia claimed that the land was subject to an international judiciary because Chile signed the 1948 Pact of Bogotá, which meant it honoured the jurisdiction of the ICJ in dispute settlement.
