They have the same scheme in South Australia, I believe it was legislated by the previous government, and set up to come into effect in one or two years time. I think the claims of a government cash grab are a furphy. I'm sure the state governments will happily take your money, but they are so far in debt the piffling amount they would have collected really makes no difference what so ever. Thanks to the covid restrictions Victoria is an economic basket-case, even if they used all the money they were going to collect from electric vehicles on paying off their debt it would take billions of years.
I believe this was part of the plan to end private car ownership. They started by taxing electric cars per kilometre, and later they planned to move to taxing petrol cars. Think about it, when has the government ever not expanded a tax?
Some of the population are already in such dire economic conditions they are going without food, soon they will offer free bug based food to feed the starving.
Eventually people will start defaulting on their mortgages, so they will be forced to move into pods in 15 minute prisons.
To stop people escaping the 15 minute prisons car ownership will be made too expensive, I believe that was the point to this tax.
Most of the fools will praise their abusers. The sheeple will say: "I was hungry and they gave me free food, with bugs", "I lost my house but they gave me a free pod", "I couldn't afford a car, but the government built a smart city, so now I don't need one.".
Unfortunately I have no evidence that this was their plan, but it fits with what they have said they want to do to us, and what we can see them doing similar things in places like the U.K. with ULEZ.

We have the same abnormally high road toll here in South Australia for the whole of 2023. My view is that it is the result of decades of placating incompetent drivers. Year after year they have reduced the speed limit on an ever expanding number of streets to the point where they are rapidly approaching zero rated speed limits, all so incompetent drivers don't have to improve, or even maintain, their driving skills.
