Part of it is that twitter started as a text-message only platform. They reserved 20 characters from the 160 character limit and so there were only 140 left. So how do you make the most of those? Tweet the most important piece of information. Swap "and" for "&". Remove extra spaces. Try text speak such as "b" instead of "be" or "l8tr" instead of "later".
