On this day in 1947, U.S. Cold War paranoia reached its pinnacle when President Harry Truman signed Executive Order 9835 to tackle alleged communist infiltration. Also known as the "loyalty order" it paved the way for 3 million government employees to come under investigation, and was the prelude to the anti-communist witch hunts known as McCarthyism led by Republican Senator Joseph McCarthy. Because of the order, the FBI were allowed to research the associations and beliefs of federal employees and if “derogatory information” was found they could begin a field investigation. These investigations used confidential witnesses and involved 150 "loyalty boards" in different government departments. Employees could be fired if “reasonable doubts” existed about their loyalty to the U.S. There was no right of appeal against the decision made by loyalty boards. 300 government employees were dismissed for allegedly being a security risk while 5,000 offered voluntary resignations following investigations with many taking place during humiliating public congressional hearings. No espionage charges were launched as a result of the order. A list of “subversive organizations” was released which included the Communist Party which was labeled an organization that aimed to “ alter the form of Government of the United States by unconstitutional means.” Truman signed the order under pressure from Republican paranoia about Soviet spies in the U.S. government and amidst deteriorating relations with the U.S.S.R. following the breakdown of the wartime alliance and growing public support for leftist politics around the world in the post-war era .
