The portfolios are given out by the Governor general to each member of the executive Council in other words the real government, in turn each one of them reports directly to the Governor general, but also because they are members of the Parliament they are subject to questioning at question time in the lower house and in the upper house, about there separate portfolios, But all these members are independents they are not attached to any political party, So now how is a bill created, they are created in the executive Council, which is then sent to the lower house To be debated, once it is debated then it goes to the upper house their job is to have a look at the bill if no changes is required than before it goes back to the executive Council, they have to also make sure that it complies with the 1900 constitution, once that happens the Governor In council with his executive makes sure a proclamations certificate is drawn up and ascent Is given to the bill plus is then gazetted in the Commonwealth gazette. then that bill becomes a part of the law in Australia. so as you can see the bill has a source of power And it is traceable all the way back to the Crown in the United Kingdom. However a bill can be Initiated By a member of the lower house That is not apart Of the executive Council, In that case The executive Council Is notified And a copy of the bill Is then given To the executive.
